Journal of Science Policy and Scientometrics is currently edited within the National School of Political and Administrative Studies (SNSPA), Bucharest, Romania. It first appeared in 2003 with the support of the National Council for Scientific Research in Higher Education (CNCSIS) and was later published by INOE Publishing House with support from the National Authority for Scientific Research (ANCS).

The third series of the journal marks the transition from a quarterly to a biannual publication: one issue will appear in autumn (November of each year) and the other in spring (May). The journal retains its open access status and will appear entirely online. No processing charges are required from any author for the publication of an article.
